Project Background

In September 2004, the Willmar City Council passed a resolution to relocate its wastewater treatment plant and improve its conveyance system.  The plant will be located approximately 6 miles to the west of the existing plant near the City of Willmar Brush Site.

The new plant is designed to comply with existing and new regulatory requirements and will be constructed accordingly.  The plant will also meet the needs of projected growth in the service area for the next 20 years.

Project Purpose

The new Wastewater Treatment Plant (WWTP) and improved conveyances system will replace the City's existing aging and outdated wastewater treatment process with emerging treatment technology to protect the Minnesota River, increase capacity and meet new and expanding state and federal requirements.  This Project involves a complete WWTP Relocation and the construction of associated Wastewater Conveyance System facilities because of the following:
1. Inability of the existing treatment process to meet the City's regulatory requirements.
2. Continued aging of the outdated (failed) treatment technology.
3. Continued City growth resulting in increased flows and loadings.
4. Upcoming regulatory changes in water quality associated with the Minnesota River and Lake Pepin.

The ultimate purpose of the Project is to provide sound, proven treatment infrastructure for continued community growth, establishing environmental protection as the "first line of defense" for the City and all users of their wastewater treatment systems.

Project Summary

WWTF Project (0812-C)
Project 0812-C includes modifications to the existing biosolids storage facility and general construction of new wastewater treatment facility (WWTF) buildings and structures.  The construction of these structures will replace the current plant located just east of the Kandi Mall.  The general contractor for the WWTF is Graham Construction Services, Inc. of Eagan, Minnesota.

Conveyance Projects (0813-D3, 0814-D4, 0815-D5)
The conveyance projects include the installation of approximately 14,320 lineal feet of 48- and 54-inch diameter gravity sewer; 14,280 lineal feet of 16-inch diameter forcemain; and 3,210 lineal feet of 54-inch diameter outfall sewer.  The prime contractors for the conveyance projects are S.R. Weidema, Inc. of Maple Grove, Minnesota and Voss Plumbing and Heating of Paynesville, Inc. of Paynesville, Minnesota.
