COMMUNITY ENHANCEMENT PROGRAM

 

City of Willmar Community Enhancement Program

The Community Enhancement Program is in place to encourage and/or enforce property owners to abate nuisance violations.  The programs purpose is to foster pride in property ownership, cultivate a positive neighborhood sense of place, and advance community wide property beautification.
 
As stated in Ordinance No. 1060 "In residential districts, all materials, machinery, vehicles, and equipment shall be stored within a building or be fully screened so as not to be visible from adjoining or adjacent lands and the street, except for the following:

 

  EQUIPMENT:           Agricultural and landscaping equipment/materials in current use on the premises.
MATERIALS:           Construction materials/equipment in current use on the premises.
VEHICLES:              Automobiles, pickup trucks, motorcycles, recreational vehicles, boats, snowmobiles,
  all-terrain vehicles, and other recreational equipment must be currently licensed and parked in the driveway or in the back yard five (5) feet off the property line.
WOOD: Firewood, neatly stacked, intended for use on the premises.
FURNITURE: Lawn Furniture and play equipment is allowed.  Note:  interior upholstered furniture does not qualify as law furniture.
KENNELS: Dog kennels in the rear or side of yard.
REFUSE/GARBAGE: Must be covered, in a rigid garbage container placed in the rear yard, or side yard when fully screened.  (Plastic bags may be used as garbage and refuse container liners, but shall not be used without the container for on-site storage of garbage or refuse.)
OFF-STREET PARKING: There shall be no off-street parking areas within fifteen (15) feet of any street right-of-way.  No off-street parking or drives shall be permitted within the building front yard setback area immediately in front of the principal building width only.  This restriction shall not apply to residential driveways situated between right-of-way and a garage which is attached, or accessory to, a one (1) to four (4) family dwelling.  No driveway or off-street parking area shall be located closer than five (5) feet from an adjacent side or rear lot line in residential areas, or ten (10) feet in multi-family residential districts.
 
 
When the warning violation notice is posted and mailed to the property owner/tenant and not complied with in the specified time period the violation is forwarded on to the City Attorney/Police Department for further action.  Any violation of the Zoning Ordinance is a misdemeanor, punishable by a fine of up to $1,000.00 and/or 90 days in jail.
